Trump isn’t hiding his intentions. He and the architects of Project 2025 are openly laying the groundwork for a second term that would dismantle decades of hard-won protections, cripple vital government institutions, and threaten the very fabric of our communities.

With just 47 days until the possibility of Trump returning to the White House, Democratic governors such as JB Pritzker (IL), Gavin Newsom (CA), and Kathy Hochul (NY) have begun taking steps to defend against federal overreach and safeguard the health, rights, and freedoms of their constituents.

But in blue states across the country, more must be done—and quickly. Democratic governors and legislatures need to act with urgency, even if it means holding special legislative sessions and working tirelessly around the clock.

That’s why we created the “Democrats Safeguarding Democracy: A Blueprint for Blue States to Prepare for Trump 2.0” toolkit. It’s designed to help blue state residents like you demand action from your leaders and support the good work already underway. By pressuring state lawmakers to act swiftly—and standing in solidarity with them when they do—we can transform our states into refuges against autocratic MAGA policies and lifelines for communities targeted in red states.

Blue state leaders have powerful tools at their disposal to resist Trump’s agenda and protect their constituents. Here are a few key strategies governors and legislatures can employ to fight back:

  • Utilize Economic Leverage:
    States with strong economies can set procurement and contracting standards that prioritize civil rights, environmental responsibility, and fair labor practices. This economic influence can counter federal policies that threaten these values.
  • Implement Sanctuary Policies for Out-of-State Visitors:
    Blue states can pass laws to protect individuals traveling from red states to access services restricted under Trump’s agenda, such as reproductive healthcare or gender-affirming care.
  • Establish State-Funded Legal Defense Funds:
    By creating state-funded legal defense funds, blue states can mount legal challenges against Trump-era policies that infringe on state sovereignty or individual rights. These funds can protect critical areas like voting rights, climate action, and reproductive freedoms from federal interference.

  3. Be a Source of Encouragement:
    Politicians often hear from constituents only when they’re upset. A simple “thank you” or word of encouragement can make a big difference. Cheer them on and stand by them when the going gets tough.
